Manager, Human Resources
Full Time – 35 hrs a week; Contract Position (until December 2023)

Central Toronto Youth Services (CTYS) is an accredited Children’s Mental Health Centre with a range of services and programs for youth and families across Toronto. These services are client-centered and flexible, geared for youth and families with a range of mental health needs who may have difficulty accessing traditional office-based services.  

In this role, you will oversee all functions related to Human Resources for Central Toronto Youth Services (CTYS) including maintenance of employee records and transactions, bi-weekly payroll processing, benefits administration (extended health and dental program, GRSP program, pension program), recruitment and selection, managing employee relations matters, disability management, facilitate onboarding and offboarding processes, adhere to accreditation standards, support policy development and implementation, and ensure compliance with the Collective Agreement.  You will sit on the Employee and Employer Relations Committee (EERC) as one of the employer representatives and participate as a member of the collective bargaining team.  This position offers a competitive salary and benefits package, in addition to, a tremendous opportunity for growth in the field.

Primary Responsibilities:  
•    Oversee recruitment including posting, pre-screening and interviewing applicants
•    Prepare contracts and agreements for employees and contractors
•    Complete onboarding protocols for new hires to the agency
•    Complete offboarding protocols for staff leaving the agency
•    Maintain employee Human Resources Information Systems (HRIS)
•    Provide reports to management as requested
•    Prepare bi-weekly payroll for processing
•    Administer compensation and benefits packages
•    Review and update job descriptions on an annual basis in conjunction with managers of respective positions being reviewed
•    Respond to employee inquires as they relate to benefits, compensation, or other entitlements
•    Maintain good standing of employee and employer relations through membership on the Employee and Employer Relations Commmittee (EERC)
•    Participate in Collective Bargaining process under direction of Executive Director
•    Develop policy changes and submit to Executive Leadership Team (ELT) for consideration
•    Participate in training and professional development activities as required
•    Comply with agency policies and procedures in all duties pertaining to the job
•    Participate in training and professional development activities as required
•    Provide support to the admin team as required
•    Other duties as negotiated


Qualifications:
•    Minimum three (3) years of progressive Human Resources experience
•    CHRP or CHRL designation is an asset
•    Excellent written and verbal communication skills
•    Proficiency with HRIS administration in line with accreditation standards is required
•    Experience with payroll is required
•    Experience with benefits administration, disability management and accommodations is required
•    Experience in a unionized environment is an asset
•    Experience in conflict resolution, disciplinary processes and workplace investigations is an asset
•    Knowledge of health and safety laws, Employment Standards Act (ESA), federal and provincial labour laws
•    Strong commitment to anti-oppressive, anti-racist and anti-colonial practices
•    Ability to exercise discretion and good judgment in the handling of confidential information
•    Ability to be flexible in an environment of diverse responsibilities
•    Demonstrated conceptual and analytical skills
•    Willingness and ability to work flexible hours
•    Proficiency in French language is an asset
•    Full COVID Vaccinations (2 doses) is required
•    Clear Vulnerable Sector Screening check is required
