POSITION SUMMARY 

Responsible for providing coordination, research, communications and support to the Manager of Human Resources, with respect to labour relations and employee services for the Corporation, in areas such as collective bargaining, grievance hearings, policy development, recruitment, training and development, compensation, group benefits, health and safety, workplace safety and insurance and special projects. This position assists with the coordination and administration of the Corporate Health and Safety Program including assisting with the promotion and support of health and wellness initiatives, assisting with the administration of the Early and Safe Return to Work and Modified Work Program and the Workplace Safety and Insurance Board (WSIB) and sick leave claims administration.

DUTIES & RESPONSIBILITES 

Human Resources

  1. Performing recruitment functions including assisting with and conducting interviews where required, conducting research, preparation and maintenance of job descriptions, job postings, advertising, interview questionnaires, offer letters, employment contracts, employee orientation documents, performance appraisals, employee service awards.
  2. Develop and deliver communications for various activities as required.
  3. Conduct research for the development of personnel policies and procedures; update, maintain and provide training on these policies and procedures as required.
  4. Coordinate staff training and development, update and maintain training records and perform related administrative functions.
  5. Coordinate and provide administrative support for labour relations functions such as collective bargaining, grievance hearings, labour/management meetings; conduct related research and perform related administrative functions.
  6. Provide administrative support to the Manager in the area of compensation and benefits, STD/LTD disability claims, attendance records, responding to benefit queries and surveys, etc. developing modified work plans; OMERS administration, including enrolments, death claims, membership information changes, providing payroll with leave information (type of leave, start- end dates), employee status changes or special arrangements (i.e. FT to PT, etc), termination dates, and employment contract provisions; assisting employees with MyOmers and Pension estimates; arranging Omers sessions/seminars, and requesting publications;
  7. Maintain the payroll and personnel files and ensure confidentiality of same. Respond to telephone and written enquiries on salary/employment confirmations and salary surveys.

Health and Safety

  1. Assist with the coordination and administration of the Town’s Health and Safety Program including programs to minimize employee accident, illness and absenteeism.
  2. Assist with the on-going management and monitoring of Workplace Safety and Insurance Board claims ensuring collaboration with the HR/HS Coordinator, the Manager of Human Resources and Payroll staff throughout the process.
  3. Assist with the Early and Safe Return to Work and Modified Work programs.

Other

  1. Conduct research and provide input and administrative support to the Manager of Human Resources in developing and monitoring the HR budget.
  2. Assist with the maintenance of the HR section of the Town’s Intranet and Internet sites.
  3. Perform other duties and special projects as may be assigned in accordance with department and Corporate objectives.

EDUCATION, SKILLS AND EXPERIENCE

  1. Diploma in Human Resources Management and or related discipline;
  2. Certification (or active pursuit of membership) with a Canadian Human Resources Professional (CHRP) or related designation is preferred.
  3. Completion of the Municipal Administration Program is considered an asset.
  4. Minimum of 3 years’ experience in a progressively responsible Human Resources support role;
  5. Experience with benefit and pension administration, and human resources information systems.
  6. Working knowledge of all relevant legislation and regulations (i.e. Municipal Act, Employment Standards, Labour Relations, Human Rights, Pay Equity, Occupational Health & Safety, Worker’s Safety & Insurance, etc.)
  7. Working knowledge of local government functions and responsibilities, and the policies and customs of Council, Committees and their relationship with staff and external contacts.
  8. Excellent interpersonal, organizational, public relations, customer service and communication skills, both oral and written; ability to project a professional image.
  9. Strong organizational, analytical, research and project/time/records management skills.
  10. A self-motivated individual, with ability to work independently with minimal supervision and in a team environment and to demonstrate initiative and attention to detail.
  11. Ability to manage and secure confidential/sensitive/controversial information, and to exercise, demonstrate and apply discretion, tact and sound judgment when handling such information and when dealing with sensitive situations.
  12. Thorough working knowledge of Microsoft applications, including Word and Excel, Web based and desktop Publishing Software, social media, Internet Back-end Software technology, and Human Resources database software.
  13. Working knowledge of general meeting procedures, minute taking and record keeping/file management practices, report writing techniques, and presentation preparation needs.
  14. Willingness to participate in continuous upgrading, training, and self-development programs.
  15. Valid G license with a clean drivers abstract satisfactory to the corporation and a reliable vehicle to use on Town business.
  16. Ability to work overtime is required.
  17. Physically able to carry out all aspects of the job
