Job Summary

Reporting to the Associate Director Talent Acquisition, Development and Rewards, the Organizational Development and Learning Advisor promotes a Learning Organization by developing, coordinating and implementing organizational development, education, and training solutions ensuring alignment to our corporate and people strategies.

Education

  • Post-secondary degree in Business Administration, Human Resources Management or other related disciplines. HR post-graduate in Training and Development or Adult Education is preferred.

Knowledge

  • 5 years’ experience in Human Resources environment. Minimum of 3 years in Learning & Development based role. Knowledge of Project Management methodology Adult Education Certification. Knowledge of Organizational Development (OD) principles and methodology Experience in learning design based on Adult learning principles Strong research, assessment and consultation capability and experience Change Management certification preferred CHRP designation is preferred

Responsibilities

Develops, Coordinates and implements organizational development, education and training solutions (40% of time).

  • Designs, coordinates and evaluates corporate learning programs.
  • Accountable for corporate leadership development program, making recommendations for  enhancements and  leading the implementation of the  approved recommendations to program design, course and vendor selection and program evaluation
  • Manages vendor relationships for all learning programs including rate/price negotiation, establishing regular communication with vendors, and ensuring program content is aligned with established outcomes.
  • Responsible for the creation and issue of the corporate learning calendar and learning and development intranet site design, ensuring it is relevant and up to date
  • Coordinates leadership continuity/succession work.
  • Works with the Manager to develop and execute change management interventions, solutions and programs to meet the needs of the department.
  • Participates in execution of annual Performance Management cycle, identifying and implementing strategies for continuous improvement.
  • Designs and/or facilitates in-class or online learning, focus groups, problem solving, team development and employee engagement strategies.
  • Leads and/or participates on cross functional projects and committees to ensure OD principles are considered and implemented.
  • Continually researches and implements approved multimodal learning methods.

Provides advice, consultation and solutions regarding OD based programs, events and just-in-time learning/programming (40% of time).

  • Assesses gaps in corporate/department competencies and performance, developing and executing methodologies to address concerns.
  • Researches and selects appropriate solutions and methods to support emerging corporate or departmental requirements.
  • Accountable for Corporate New Hire Orientation and Onboarding programs, ensuring the program remains current and leverages technology and best practices for program delivery.
  • Serves as project manager and coordinator for corporate leadership events.
  • Designs, coordinates and evaluates OD and learning programs such as Mentorship program.
  • Researches, designs and implements new approved OD programs.
  • Project manages and coordinates employee engagement or other pulse surveys.  Leads in the rollout of the survey results as well as the development of related resources and tools to support the rollout of the results. 
  • Chairs the Corporate Education and Development Team for learning and development
  • Works with external community partners to identify opportunities for improvement of organizational development and learning programs and services provided to the organization.

Assesses and evaluates organizational development and training effectiveness (20% of time)

  • Assures training goals are established to link human performance to the effectiveness of the corporation.
  • Develops and implements feedback systems to evaluate the effectiveness of training.
  • Develops and reports on statics, trends, for case and expenditures.
  • Prepares reports and business cases as required.

Special Requirements

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
