 POSITION SUMMARY:

The Manager of Human Resource serves each of the Town’s departments covering a full range of municipal services. The Manager of Human Resources may also undertake external consulting with related entities such as the Bracebridge Public Library or the Muskoka Small Business Centre as needed. All of this work and the related activities are subject to the ongoing directions of Council and the Chief Administrative Officer. There is also a need to develop both existing and new external relationships that have the ability to supply critical services in support of the Town and the Human Resources function.

CORE DUTIES AND RESPONSIBILITIES:

  1. Monitors the performance of the Human Resource Branch against business plan and budget with initiation of corrective action as necessary.
  2. Develops or recommends new or revised Human Resources best practice policies for the Town.
  3. Acts as the team leader for corporate-wide improvement initiatives related to Human Resources (e.g., Health & Safety, Accessibility, Performance Management, etc.).
  4. Provides assistance to the Department Head in the preparation and submission of the annual business plan and budgets (operating and capital) for the Department.
  5. Provides professional advice to the Town’s staff and Council re: Human Resources policies, practices, procedures that include program implementation, and administration recommendations.
  6. Continually identifies and tracks best practices in the fields of recruitment/selection, orientation/training, compensation and benefits, performance management, employee counseling/assistance, succession planning, employee and labour relations, employee recognition, and health and safety for possible application by the Human Resources Branch.
  7. Establishes implementation strategies as needed covering recruitment/selection, employment/placement, and new employee orientation, providing support to the Town’s departments in the timely filling of vacant positions while including high potential internal candidates.
  8. Develops and administers the overall compensation program for Town staff including market surveys of salaries and employee benefits, job evaluation and Pay Equity compliance, performance management, and salary progression. Advises departments in human resources related complaints, grievances and cases in arbitration, making recommendations to the CAO and Department Heads on the maintenance of a harmonious labour and employee relations climate throughout the Town.
  9. Provides employee counseling with referral on a confidential basis to appropriate employee assistance agencies, associations or groups as needed.
  10. Measures and analyzes key human resources statistics for the Town (e.g., turnover, absenteeism, health and safety incidents, pay equity, employment equity, complaints, vacancies, etc.); preparation of periodic reports to the CAO and departments on the state of the Town’s human resources.
  11. Administers the employee benefits programs and pension benefits for Town staff including benefits coverage by carriers, premium rates processing of claims and analyzing the Town’s employee benefit claims experience, with recommendations to the Director of Corporate Services/Clerk for increasing value received for premium dollars expended.
  12. Establishes procedures/guidelines and ensures proper administration of the Health and Safety programs covering the Town’s employees and volunteers; makes recommendations to the CAO and Departments regarding measures to ensure safety in the workplace and employee health and well- being; and provides advice on claims management of WSIB/STD/LTD claims.
  13. Works with departments and employees on early and safe return to work programs, as applicable.
  14. Continually reviews with Department Heads employee needs for training and development in order to improve present performance or prepare for a different role in the Town.
  15. Ensures effective co-ordination of training and development programs (on-the-job and off-site) to address skills improvement requirements; and evaluates the effectiveness of training programs or interventions.
  16. Develops and maintains a contact network with professionals in the field and counterparts in other municipalities; investigates the feasibility of shared services and programs with neighbouring municipalities and/or related public sector organizations.
  17. Represents the Town with the public, applicants, employees, collective bargaining units, mediators/arbitrators and the written and electronic media.
  18. Liaises with regulatory officials/agencies in the Human Resources field at the federal, provincial and municipal levels.
  19. Serves on the Town’s Negotiating Committee and may act as spokesperson for collective agreement(s) and bargaining process; makes recommendations to the CAO and Council re: corporate position and bargaining guidelines for the negotiation of new collective agreements.          
  20. Undertakes special projects and performs other duties as assigned, in accordance with departmental or corporate objectives

QUALIFICATIONS

  1. University degree or diploma in Human Resource Management or a closely related program and a CHRP or CHRL designation.
  2. 5-7 years progressive Human Resource Management experience in a unionized work environment supporting a diverse client group and a minimum of 5 years in a management or senior staff role. In addition to experience in a unionized work environment, work experience in a municipal or public sector work environment would be preferred. Solid understanding and experience in HR principles and best practices in the areas of Staffing, Employee  Relations,  Total  Rewards,  Performance  Management, Organizational Development and Effectiveness, and Training & Development.             4. Demonstrated ability to influence change within an organization.
  3. Exceptional ability to initiate and follow through in a multi-tasking environment.
  4. Outstanding relationship building and employee coaching skills.
  5. Demonstrated knowledge of Health and Safety concerns and related issues.
  6. Demonstrated skills in labour and employee relations with related negotiating skills.
  7. Strong interpersonal, administrative, organizational, analytical, problem-solving, communication, report-writing, research, time management and supervisory skills. Ability to think and act strategically and appropriately in a political and community service environment, and to deal with the public, staff, contractors, and elected officials in a friendly, courteous and effective manner.
  8. Excellent computer skills utilizing the Microsoft Office suite of products and the Internet.
  9. Ability to provide a current and acceptable Criminal Reference Check.
  10. Class “G” Driver’s license in good standing and reliable vehicle to use on corporate business.
  11. Availability to attend evening and/or weekend meetings or other events if required.

PHYSICAL DEMANDS AND WORKING CONDITIONS

  1. Physical demands require occasional lifting and moving of file boxes weighing up to 25 lbs.
  2. Working conditions vary from a normal office environment to exposure to dust and some climbing of stairs, and exposure to public criticism.
  3. Work outside normal working hours may be required.
