Position Summary

Reporting to the Director of Finance, the Payroll Analyst is responsible for working with sensitive data accurately and confidentiality while verifying and auditing full-time academic and administration payrolls.  Financial reporting for full-time salaries as part of the college budget and projection process.  Information processing and tracking for facilitators /developers.  The incumbent is responsible for Payroll Technician back up including payroll processing FT/PT Support, FT/PT Academic and Administration, ROE’s)

Responsibilities:

Verification & Audit:  review and follow-up – Full-Time Academic and Full-Time Administration payrolls

  • Reviews and analyzes all payroll documentation to ensure accuracy and completeness of the information provided. Reviews rates, status, accounting information, etc. with reference to guidelines, collective agreements Analyzes both People and Culture and Payroll related entries in the system for accuracy and completeness to ensure employees are paid correctly but also to ensure the system responds as intended/required and does not cause errors in processing Runs various preliminary calculations and reviews actual paycheque data online for special or one-time adjustments/entries prior to final calculation and processing Audits accounting and monetary accuracy of contracts; contacts appropriate department to resolve discrepancies Reviews payroll input; verify each line for all employees to ensure accuracy of entries and payments (i.e. accuracy of accounting data and departmental allocations); removes and/or adjusts any incorrect entries or details, or researches solutions

Financial Reporting:

  • Perform the calculations (in accordance with governing collective agreements) for budgeting annual full-time salaries to assist budget managers across the College in preparing their annual budgets Perform monthly reviews and reconciliations of full-time salary & benefit expenses across the College in concert and conjunction with the financial planning team and their monthly reviews with budget managers

Information, Payroll Processing and Tracking for Facilitators/Developers

  • Receives new hire information from Center of Leadership, Learning and Academic Excellence (CLLAE) /Continuing Education (CE)/Loyalist Training and Knowledge Centre)/(LTKC ) Program Development Officers and liaises with new hires to complete payroll packages
  • Runs and emails out Commitment Letters to CLLAE Facilitators and Developers each semester
  • Tracks and executes instructor payroll and course activity/pay rate changes based on information from Program Development Officers and CLLAE Manager as well as LTKC Manager
  • Processes course development pay, and purchase of intellectual property pay.
  • First point of contact for instructor payroll related questions and personal information changes

Policies and Procedures:

  • Continuously support the analysis, measurement, review, and development of efficient processes to govern all payroll activities to ensure quality and consistency

Other Duties:

  • The incumbent is responsible for Back Up for Payroll Technician including Payroll Processing (FT/PT Support, FT/PT Academic and Administration, ROE’s)

QUALIFICATIONS:

  • Two (2) year diploma in Accounting (or equivalent) and Payroll Compliance Practitioner (PCP) Certificate completed or working towards completion is required Minimum of three (3) years experience in a payroll environment including union environment and the ability to work under pressure with multiple deadlines. Demonstrated ability to analyze, audit and interpret payroll data Experience organizing, prioritizing, and scheduling a high volume of tasks and information, typically under strict time constraints. Experience working in a self-directed and collaborative environment with minimal supervision. Experienced interacting professionally and constructively with internal staff. Experience in a computerized accounting environment (Financial System (e.g. Highline) Excellent organizational, communication and time management skills Understanding and commitment to union principles and ability to deal with sensitive and confidential information.
