POSITION PURPOSE
As a member of the Board’s Human Resources team, the successful candidate will provide leadership and oversight of day to day department operations and work cooperatively with other managers, school administrators, union partners, staff, and the public in many aspects of Human Resources. Reporting to the Executive Officer of Employee and Labour Relations, the Manager of Human Resources assists in providing strategic leadership within the Human Resources Department. This includes the interpretation of Collective Agreements, training, supporting, and supervising Human Resources Coordinators, liaising between Payroll and Human Resources, leading recruitment and selection practices and initiatives, as well as other related portfolios and projects as determined by the Executive Officer of Employee and Labour Relations.
TECHNICAL KNOWLEDGE & SKILLS
- Degree in Labour Relations or Human Resources Management.
- Eligibility and willingness to obtain CHRL designation in the future.
- 3-5 years practical experience with responsibilities in a complex, public sector, multi-union environment; experience within a School Board is preferred.
- A minimum of 3 years experience in a supervisory/management role.
- Knowledge of related employment and labour relations legislation and its application in the workplace. Demonstrated leadership skills with the ability to foster an employment climate in which excellence, service, productivity and teamwork are valued and where fairness, equity and support for employees is exemplified.
- Demonstrated conflict management skills, interpersonal skills, and a high degree of emotional intelligence.
- Ability to problem solve while exhibiting judgment and a realistic understanding of issues.
- Experience in the implementation/review of an HRIS with a view to continuously improving systems, and maximizing/integrating the use of technology to enhance HR service delivery.
- Excellent organizational, planning, and time management skills with the ability to multi-task in a busy environment with frequent, unexpected interruptions.
- Demonstrated understanding of the interaction of Human Resources, Payroll and Finance within the organization.
- Ability to use discretion, tact and diplomacy in dealing with confidential issues.
- Demonstrates empathy and sensitivity to employee matters by demonstrating care and compassion through words and actions.
RESPONSIBILITIES
LEADERSHIP
- Provides strategic leadership support in all aspects of Human Resources.
- Assists in the development of goals for all Human Resource functions consistent with the Board Operational Plan.
- Supervises, coaches, coordinates training and evaluates the performance of Human Resources Coordinators.
- Strategic collaboration and regular communication with the Executive Officer of Employee and Labour Relations.
- Provides consultative support to management for the consistent and appropriate application of collective agreements, policies and procedures.
- Assists in the Budget review and planning for the Human Resources Department.
- Develops and implements Human Resources related initiatives as per direction of the Executive Officer of Employee and Labour Relations.
- Participate on Board wide committees and initiatives. Leads the implementation and maintenance of the HRIS.
- Other duties as assigned by the Executive Officer of Employee and Labour Relations.
LABOUR RELATIONS
- Develops and maintains proper and progressive business relationships with elected members of all unions worked with.
- Anticipates contentious or potentially problematic situations and works to mitigate.
- Ensures compliance with all policy, legislative and collective agreement requirements. Ensures all problems, conflicts and violations/non-compliance issues are addressed in a timely manner with appropriate corrective action consistent with the provisions of the applicable policy, legislation, collective agreement or terms and conditions of employment.
- Assists with various aspects of the grievance process in consultation with the Executive Officer of Employee and Labour Relations.
- Assists and supports senior administration and school administrators regarding the interpretation, application and administration of the collective agreements and other employment related matters.
RECRUITMENT AND SELECTION
- Maintains and facilitates the recruitment and selection process to ensure consistency with legislative and collective agreement requirements.
- Recommends and implements strategies to meet Board recruitment and retention demands.
COMPENSATION & BENEFITS
- Ensures production of employee communications related to annual salary and sick leave accruals.
- Assists in the administration of the employee benefit trusts and the requirements of the collective agreement and non-union terms and conditions.
- Works collaboratively with payroll to support the linkage with Human Resources. Reviews and monitors the employee accrual processes and adjustments.
- Leads the Job Evaluation and maintenance of job equity and pay equity.
- Leads the implementation and maintenance of HRIS.
ADMINISTRATION
- Reviews Human Resource policies, procedures and guidelines to ensure they are developed in accordance with all provincial, federal and Ministry of Education guidelines.
- Responsible for the development, updating and implementation of Human Resources policies, processes and procedures.
- Ensures and maintains an effective, confidential and secure record for all Human Resource information while ensuring compliance with all legislative requirements.
ORIENTATION & TRAINING
- Responsible for leading the new employee orientation program and related compulsory training.
- Leads the training of Human Resources Coordinators related to new employee orientation and training.
