Position:                           Human Resources Officer

 

Status:                              Permanent Full-Time (Non-Union)

 

Salary Range:                   $61,159.26 - $77,979.13 per year (2022 Rates)

 

Location:                          Main Library

 

Position Summary

 

The Human Resources officer will work directly with the Director, Human Resources in the day to day administration of Human Resources and tasks which include recruitment, health and safety, union/management relations, disability management, attendance management, and assisting employees with general HR questions.

 

 

 

Typical Duties and Responsibilities

 

  • Acts as the first point of contact for all Human Resources matters for employees and ensures queries are effectively responded to and resolved in a timely manner
  • Manages and administers employee life cycle changes, which includes but not limited to, hiring, salary changes, promotion, and termination
  • Manages leave of absences including ESA job protected leaves Responsible for the input, maintenance and updating of information in HRIS
  • Provides advice and education to managers and employees on compliance with the Collective Agreement and company policies
  • Serves as a resource to managers and provides consultation as they relate to performance management, employee relations including investigations, and progressive discipline matters
  • Assesses and implements resolutions to complex employee relations matters including decisions involving varying levels of risk
  • Assists the Director, Human Resources with workplace investigations on workplace violations and harassment related complaints
  • Supports training needs and the implementation of employment training initiatives
  • Supports all Human Resources processes including, recruitment, benefits administration, performance management programs, compensation, retirement, and termination
  • Educates employees and managers on company policies regarding job duties, working conditions, safety, wages, career advancement opportunities and employee benefits programs
  • Maintains accurate records and compiles statistical reports relating to personnel data, e.g. hires, transfers, absenteeism rates, and performance appraisals Supports all compensation related activities including pay equity compliance and job evaluation procedures
  • Manages all company job descriptions to ensure they are up to date in accordance with job evaluation procedures
  • Assists management and senior leadership with the effective development, implementation and revision of all HR policies and procedures
  • Maintains strong working partnerships with the Payroll, and Finance teams to ensure effective and efficient workflow between departments
  • Assists in the development of departmental goals, objectives and systems
  • Assists Customer Experience Managers in the maintenance and updating of employee schedule
  • Forms part of MPL’s Collective Bargaining Committee
  • Other duties as required

Qualifications

 

  • A university Degree or Certificate in Human Resources Management or equivalent
  • Three (3) years of Human Resources experience
  • Highly developed oral and written communication skills
  • Experience in a Unionised environment
  • Superior facilitation and interpersonal skills
  • Experience working with Workday or any HRIS system

Work Environment

  • Works to frequent deadlines in a fast-paced environment
  • Works at any MPL library location or offsite as necessary
  • Works 35 hours per week and other hours as required for meetings, business/social events and special projects, and weekends and evenings as required
