The Opportunity

Empire is experiencing an exciting time of growth and it’s time to elevate our Human Resources practices and programs.  Working with a committed team of managers and executives and supported by the HR team, you will focus on establishing a comprehensive and agile HR service organized to support the company’s people and culture as it scales.   This is a rare opportunity for an action-oriented, hands-on HR leader to help a growing company build out its HR function and team, setting a new standard for the employee experience.

Job Description & Responsibilities


Building on the foundational work already in place, the HR Director will lead the full range of HR programs, processes, and practices for the company in both the US and Canada in collaboration with the HR Team (across our three locations.) This role is key in sustaining a high-achievement, entrepreneurial culture and the attraction, retention, and development of employees as the company grows.


  • Partners with company executives and management team to develop and execute the organization's human resource and talent strategy and plan especially as it relates to current and future talent management needs - recruiting, retention, and learning and development
  • Elevates the organization’s approach to leadership and sets a clear standard as a leader in the organization, coaching and supporting people managers and employees as required
  • Identifies development opportunities for people managers and creates or sources relevant management and leadership training
  • Actively leads the recruitment process, using innovative strategies and tactics and ensuring a high quality hire every time.  Leads the workforce planning process in collaboration with hiring managers
  • Ensures HR fundamentals, processes, and programs are well-designed in line with industry-competitive practices and consistently delivered on time
  • Leads the day-to-day activities of the HR team including setting performance objectives, monitoring results, coaching, and managing performance
  • Manages employee/labour relations issues (including disability management issues) working closely with people managers and other staff when complex or sensitive questions and issues arise – conferring with executives and/or the bargaining agents as required. 
  • Oversees employee disciplinary meetings, terminations, and investigations
  • Promotes and supports learning and development programs and initiatives that provide internal development opportunities for employees
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law
  • Always ensures compliance with all relevant labour/ employment laws and regulations
  • Performs other duties as assigned

Education and Experience

  • Bachelor’s Degree of Business or Human Resources preferred
  • 10 – 15 years of HR generalist experience in the construction industry with at least five years demonstrated leadership experience.
  • Experience leading in a high-growth organization and scaling the HR department/business
  • Extensive experience in recruitment, including the ability to devise and effectively implement creative recruitment strategies and tactics
  • Strong business acumen and a good understanding of a business’s financials (i.e., P&L, etc.)
  • Experience working in a unionized environment and an excellent understanding of collective agreement administration
  • Excellent knowledge of employment and related legislation in Ontario and familiarity with US employment laws
  • Good knowledge of job and organizational design practices
  • CHRP or CHRL preferred

  • Must be able to travel to other locations on a regular basis (i.e., a one to two times per month) sometimes with 48 – 72 hours’ notice
