HR Manager

Bilingual HR Manager for private college client, North York location.

Job Type: Full Time Permanent.
Target Compensation: From $60,000 per annum to $100,000 per annum, according to experience, plus benefits.
Regular Work Hours: From 9 am to 5 pm including lunch break, Monday to Friday (35.0 work hours per week).  Occasional overtime or travel time required according to client business need.
Work Location:  100% onsite at client's North York office, on bus route and within walking distance from TTC station, with free parking also available.
Travel Requirements:  Occasional travel within Canada.
Position Reports To:  CEO.

Responsibilities Summary:    
Bilingual HR Manager with fluency in English and Mandarin and/or Cantonese to oversee HR portfolio of up to 50-70+ employees.  Will be responsible for developing and maintaining company's HR programs in compliance with Canadian federal and Ontario provincial legislation and established HR procedures and best practices, including: setting up and refining corporate HR policies and procedures; recruitment; employee relations; HRIS systems implementation and maintenance; and compensation and total rewards programs.  

  • Oversee full-cycle of HR operational activities.  Develop or adapt customized programs to meet Business Partners’ specialized business needs.
  • Manage all recruiting and staffing affairs including hiring and salary negotiation. Will be managing and coordinating significant, staged recruitment and growth initiatives.
  • Manage Human Resources Information System (HRIS).
  • Coach and educate management and employees to follow HR legislation and established HR guidelines, methodologies and best practices. 
  • Develop and manage wage, salary and total rewards programs. Determine and recommend effective compensation strategies for employees.
  • Develop and manage onboarding process for new hires.
  • Develop training materials for new hires.
  • Investigate, address and resolve any employee concerns.
  • Maintain confidential HR records.
  • Additional HR program management responsibilities as required. 

Education: Post Secondary Degree or Diploma in HR Administration, Business Administration, or equivalent combination of education and work experience.
Professional Credentials: CHRL designation required.
Preferred Work Experience:  At least 3+ years of experience in an HR program management role.
Preferred Sector Experience: Higher education or adult learning sector experience an asset.
Leadership Experience and/or Skills:  Should have experience managing a small team, in either direct supervisory or project team lead capacity.

Technical and Language Skills Requirements:    

  • Must have fluent Cantonese and/or Mandarin, both written and verbal (may be tested).
  • Must have strong English communication skills, including advanced level reading comprehension and business writing skills, and verbal presentation skills suitable for a diverse range of audiences.  
  • Standard proficiency with MSOffice applications including Word, Excel, PowerPoint, Outlook.
  • Demonstrated experience with HRIS systems.

Task -Based Qualifications and Additional Attributes:     

  • Demonstrated knowledge and interpretative understanding of relevant HR legislation such as Occupational Health and Safety Act, Ontario Human Rights Code, Workplace Safety and Insurance Act, and Employment Standards Act.
  • Demonstrated knowledge and experience in Human Resources theories, principles and best practices to support strategic business requirements.
  • Must be pleasant, courteous, and demonstrate superior active listening and problem-solving skills applicable to employee relations matters.
  • Must have strong data analysis skills, and satisfactory numeracy skills for budget planning.
  • Must have excellent presentation and stakeholder communication skills, and demonstrated ability to create a culture of diversity and inclusivity.
  • Demonstrated record of professional conduct and character. Responsible, reliable and works to deadlines. 
  • Proficient de-escalation skills.  Ability to surmount internal and external job pressures.  Excellent listening skills, and the ability to provide and receive effective feedback.  
  • Demonstrated team leadership skills, with the ability to motivate and engage with a diverse group of internal and external stakeholders, at all levels of seniority.
  • Proven ability to respond to sensitive and confidential matters with tact, discretion, and excellent judgement in the interpretation and application of instructions and organization policy.
  • Demonstrated ability to apply project management principles, methodologies and best practices.
  • Strong relationship management skills including client and vendor relations management, business networking, negotiation, change management and consulting/advisory skills.  
  • Demonstrated successful experience of prioritizing work, making decisions and communicating with others within a values framework of respect, equity, anti-racism, diversity and inclusivity.

Additional Requirements:    

  • Must be able to travel occasionally between Toronto and Montreal, and elsewhere in Canada as required.
  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both 100% onsite, abiding by organization health and safety policies.
  • Ability to declare personal Non-Conflict of Interest in execution of position responsibilities.
  • Satisfactory Background Checks, Technical Skills Evaluations, and Employment References.
