Position: Analyst - Human Resources Operations
Salary Range: Band 4 - $ 63,437 - $ 75,647
Location: Human Resources, J.W. Singleton Education Centre
Work Schedule: 35 hours/week, 12 months a year
Effective Date: As Soon As Possible
Position Summary:
Reporting to the Human Resources Supervisor, the Human Resources Analyst provides resource support and administers processes (i.e New Hires, transfers, terminations and leave of absences) for all employees in accordance with collective agreements and terms and conditions of employment. This position is responsible for the production of reports specific to each employee group (seniority reports and union reports); updating and maintaining employee’s HRIS and employee file.
The HDSB recently introduced a Work from Home Administrative Procedure. In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours. Work from Home arrangements may change based on the future needs of the Board. The HDSB offers funding for professional development in accordance with the Terms and Conditions of Employment for management and administration support staff.
Key Responsibilities:
Administers conditions of employment outlined in the collective agreements /Terms and Conditions of Employment for a variety of staff, processes new hires, updates the Human Resources database, maintains personnel files, processes all salary adjustments, leaves and vacation.
- Tracks and monitors staff changes, placements, transfers, assignment and/or status increases/decreases in spreadsheets used for staffing
- Processes all data into the HRIS to ensure accurate budget record-keeping and seniority data as well as timely payroll administration.
- Tracks and updates: all staff changes in the HRIS (i.e. leaves of absence, terminations, newly hired employees, increase/decrease in assignments/status for the forthcoming school year.
- Prepares correspondence for all staff changes (i.e. termination, new hires, leave of absences).
- Tracks probationary periods and initiates communication with administration/supervisors to follow appropriate process for recommending permanent status.
- Prepares verification of experience forms and letters of employment
- Processes and monitors absence approvals
- Maintains and reviews employee absence allocations in terms of sick leave and vacation.
- Calculates teaching and/or related experience from multiple sources for appropriate salary grid placement.
- Processes initial LTD benefit application forms.
- Maintain employee files.
Provides resource support for administrators, supervisors, and all staff regarding interpretation of collective agreements/terms and conditions of employment
- Provides interpretation as front line facilitators for employee inquiries on HR employment policies, procedures, guidelines, and collective agreements
- Provides clarification to system administrators on collective agreements
- Maintains excellent communication with all Halton District School Board employees, including Union Representatives and Senior Management
- Participates in monthly Employee Relations meetings with senior management and union leaders
- Participates in committee meetings with senior management and union leaders
Participates in the negotiation/collective bargaining process
- Provides input regarding processes and procedures.
- Record minutes.
Qualifications:
Minimum Requirements Required
- Post-secondary diploma in Human Resources Management or Business Administration
- Two years of HR Administration or HRIS experience
- Working towards CHRP
- Familiarity with HRIS and Human Resources practices and policies. Experience with Microsoft Office and Employment Standard Act
Preferred Requirements Required:
- Degree in Human Resources or Business Administration.
- Four years of HR Administration or HRIS experience
- CHRP designation
- Familiarity with HRIS, Attendance and Dispatch System and administering Collective Agreements.
