PURPOSE AND SCOPE:
Reporting to the Manager, Human Resources the HR Specialist will provide value added and proactive advisory and consultative HR services, using a client service mindset, on the full range of human resources practices, including recruitment and selection, employee/labour relations, attendance management, performance management, total compensation, staff development/training, and legal compliance.
KEY DUTIES/RESPONSIBILITIES:
- Works closely with departments to understand their business and people priorities.
- Provides HR consultative guidance regarding HR best practices, legislation, policies and collective agreements to support clients in meeting their objectives and goals while minimizing risk. Provides advice on complex human resource and leadership related issues.
- This includes employee/labour relations, attendance management, performance management, total compensation, recruitment, staff development/training, legal compliance, privacy legislation, etc., ensuring consistency with city human resources policies, procedures, and legislative bodies.
- Leads clients through the full cycle of the recruitment process from the point that a vacancy is identified to the facilitation of the new hire onboarding process.
- Provides guidance on position summary and job posting development, advising clients on recruitment strategies, providing support and advice during the selection process, developing selection criteria/tools and screening resumes, interviewing job candidates, and completing reference checks. Participates on search committees where requested.
- Prepares and authorizes offers of employment in consultation with the hiring manager, and other HR specialists as needed.
- Provides guidance on strategic practices aimed at promoting equity, diversity, inclusion, and indigenization through all elements of the recruitment process.
- Investigates, addresses, and resolves employee/labour relations issues, including disciplinary matters.
- Makes recommendations on matters involving possible discipline, discharge, and termination.
- Actively participates in the performance management process by coaching managers/supervisors, assisting with performance development plans and implementing actions required under those plans.
- Supports and promotes a culture of diversity and inclusion, through the demonstrated commitment to the Workplace Inclusion Charter’s programs, initiatives and behaviors designed to foster an inclusive, supportive, and welcoming work environment.
- Participates in the development and facilitation of staff orientation and training, and skills development initiatives.
- Supports in the design, development and implementation of the organization's talent management strategy.
- Identifies trends and opportunities to enhance HR client services.
- Support and lead special projects and initiatives as required.

EDUCATION/SPECIALIZED TRAINING/SKILLS:
Minimum Qualifications:
- A University degree, specializing in human resources or business.
- Comprehensive knowledge of Employment Standards, Human Rights, Occupational Health and Safety, and other applicable employment legislation. Familiarity with collective agreements and organizational structure, considered an asset.
- Previous experience working with HR information systems and recruitment management systems, considered an asset.
- Efficient organizational and planning skills to manage a schedule of conflicting priorities and deadlines.
- Ability to work in a collaborative team environment while being able to problem solve independently.
- Ability to quickly develop and grow effective, productive, and professional work relationships with the capability to gain credibility across all levels of the city.
- Exceptional verbal and written communication skills combined with an ability to adjust communication style for the audience.
- Ability to think and act strategically, creatively, and dynamically in a client-oriented work environment.
- Strong facilitation skills with the ability to deliver a wide variety of presentations to diverse populations.
- Excellent communication, writing and editing skills.
- Demonstrated commitment to promoting and fostering a diverse and inclusive work environment.
- Ability to professionally manage sensitive situations and treat matters confidentially, demonstrating tact and diplomacy consistently using sound judgement to determine when to appropriately escalate matters.
- Experience using HR software spreadsheets and presentation tools to manage HR related tasks.
- Experience dealing with private and confidential information.
- Adaptability to respond to changing client needs and HR department requirements.
- Satisfactory Criminal Records check is required.
- Consideration may be given to an equivalent combination of education and experience.
Preferred Qualifications:
- Additional HR Certification, such as Certified Human Resources Practitioner (CHRP) or Certified Human Resources Leader (CHRL) designation.
WORK EXPERIENCE:
Minimum Qualifications:
- A minimum of five years’ of progressive work experience in a fast-paced Human Resources Department, preferably in a unionized environment.
- Broad expertise in the area of human resource management fundamentals including relevant legislation, recruitment, wellness, consulting, talent management, labour relations, learning and development, diversity, compensation, human behavior.
