Reporting to the Human Resources Manager, the Labour Relations Specialist will work collaboratively with the Human Resources team as a trusted advisor in the application, interpretation, and implementation of collective agreements within the Brant County Health Unit. The incumbent will proactively develop positive and productive relationships with leadership, the union, and employees. Additionally, they handle formal dispute resolution processes and implement alternative dispute resolution principles to manage employee conflicts.

Key Responsibilities:

  • Provides guidance, direction, and support to the leadership team with performance management and labour relations matters.
  • Maintains effective union / management relationships.
  • Will be responsible for preparing, attending, and representing the organization at grievance, mediation, arbitration and hearings as required.
  • Manage the grievance and arbitration procedures including the drafting of formal responses to grievances and settlement agreements, ensuring consistency in resolving issues.
  • Actively participate in labour management meetings.
  • Champions open, positive, effective communication and collaborative solutions with the union.
  • Develop and implement tracking of grievances, arbitrations and employee relation issues; proactively identify trends, implement metrics and develop and implement reporting and/or dashboards for senior leaders to inform, proactive program development and risk mitigation.
  • Conducts workplace investigations.
  • Strong problem identification and resolution skills.
  • Builds strong relationships and networks across the organization.
  • Provides ongoing feedback to the Director, People, Culture, and Support Services and the Manager of HR, regarding HR needs and opportunities for program development, and/or resources.
  • Champions service excellence with internal and external contacts and acts as an ambassador of the organization.

  • Travel between multiple sites may be required.

Skills and Qualifications:

  • Bachelor's degree in a Human Resources, Industrial Relations, or Human Resources Management or Labour Relations certificate, or an equivalent combination of both education and experience.
  • CHRP or CHRL designation is considered an asset.
  • Minimum 5-7 years’ experience in Human Resources in a unionized public sector environment.
  • Experience leading union negotiations, chairing grievance meetings, and preparing complex cases for arbitration.
  • Significant knowledge of Human Resources policies and procedures, and employment-related legislation (Labour Relations Act, Pay Equity Act, Human Rights Code, Occupational Health and Safety Act, Workplace Safety and Insurance Act, Employment Standards Act, Hospital Labour Disputes Arbitration Act, etc.).
  • Demonstrated ability to conduct data analysis (cost/benefit), interpret information, resolve complex issues and prepare recommendations and proposals that support business objectives.
  • Advanced knowledge of Microsoft Office 365, including Word, Excel, Power Point and Outlook.
  • Knowledge and experience of HRIS. Experience using ADP is considered an asset.
  • Demonstrated organizational skills with the ability to manage multiple concurrent projects.
  • Strong communication and interpersonal skills with a focus on customer service.
  • Strong leadership, facilitation, and conflict resolution skills.
  • Proven problem-solving skills with the ability to achieve resolution.
  • Ability to build trust, follows through, ensures people feel heard, acts with integrity.
  • Strong teamwork ethic, team player and willing to provide and receive guidance and coaching to other team members.
  • Proven ability to work in a self-directed manner and set project and work timelines.
  • Demonstrated commitment to championing Brant County Health Unit’s Mission, Vision, and Values; and proven good attendance record with capability of maintaining the same standard.

  • Required to have full COVID-19 immunization and are able to provide evidence of status.

Terms and conditions of employment in accordance with BCHU Board of Health Administrative Policies and Procedures. Salary range: $99,135.40 - $116,006.80 annually. OMERS pension and a comprehensive Health and Dental benefits package.
