Waypoint Centre for Mental Health Care is a 315-bed academic and teaching hospital that provides specialized mental health, addiction and geriatric care. Located on the shores of Georgian Bay, we serve some of the most complex, disadvantaged individuals in Ontario, and are the sole provider of high-secure forensic mental health services in the province. 

 

The Director, HR Services is currently seeking an Employee and Labour Relations Specialist. This position will provide support services to the Human Resources Services department staff and advisory services to members of the Management team. They contribute to the accomplishment of HR services and objectives, and provide direct support to the Human Resources Business Partners. The incumbent will effectively manage the Human Rights accommodation process; support and facilitate employee investigations; act as a key support to the collective bargaining process, disciplinary outcomes and management of the grievance process.

 

KEY ACCOUNTABILITIES:

 

  • Partners with HR Business Partners and Legal, to develop labour relations solutions that support strategic objectives and comply with legislation and collective agreements.
  • Supports Human Resources strategic projects as assigned.
  • Works in collaboration with the HR Business Partners to support efficient labour relations processes.
  • Facilitates the Human Rights accommodation process by reviewing and responding to requests for accommodation.
  • Acts as a liaison between the different functional areas within the Human Resources portfolio.
  • Leads the WDHP investigation process, and supports conduct and patient abuse investigations, where appropriate.
  • Researches and develops documentation for labour and employee relations matters including grievances, mediation, arbitration, and collective bargaining. Provides strategic support to the Human Resources Assistant as required. Responds to, and advises on, process and policy related enquiries when appropriate.
  • Provides on-going assistance to employees and Management as it relates to the OPSEU and AMAPCEO Collective Agreements, employee performance management, incident reporting, Human Rights accommodations, and related departmental policies. 
  • Responsible for developing and fostering positive relationships with our Union partners to ensure an understanding of issues, and mutual respect. Participates in various Labour Management Committees/Scheduling Committees.
  • Assists with data monitoring, analysis and reporting by gathering data from various sources.

REQUIREMENTS/QUALIFICATIONS:

 

  • Bachelor’s degree in Human Resources, Labour Relations or relevant field required. Or, a Bachelor’s degree with demonstrated work experience in the Human Resources field.
  • Specialized training/education in Labour Relations considered an asset.
  • 3-5 years’ of Human Resources experience working in a unionized environment.
  • Experience working with partners in a multi-disciplinary Human Resources team.
  • Knowledge of workplace legislation such as Employment Standards Act, Occupational Health and Safety Act, Workplace Safety and Insurance Act and Regulations, Pay Equity Act, Personal Health Information Protection Act and Ontario Human Rights Code.
  • Demonstrated experience with alternative dispute resolution and conflict resolution.
  • Demonstrated experience conducting workplace investigations.
  • Results oriented work ethic to work independently and undertake tasks needed to accomplish work objectives and deliver quality, consistent and timely results.
  • Demonstrated analytical, project management and organizational skills.
  • Highly developed interpersonal skills with demonstrated ability to build strong relationships with key stakeholders and address issues with tact and diplomacy.
  • Proven written and verbal communication skills.
  • Proven ability to adapt readily to change.
