Position Summary Reporting to the Director Human Resources the Manager Talent Acquisition and Development is responsible for leading and operationally managing the sworn and civilian staffing and career development unit, including the development and execution of human resources strategic objectives to attract, acquire and develop the Service’s people resources.
Major Responsibilities
Manage, coach, develop and motivate talent acquisition and development unit members comprised of HR and sworn professionals. Oversee all internal and external talent acquisition programs including onboarding activities to ensure operational requirements are met. Leads the selection process for senior management and high priority positions. Ensure best practices are applied and embedded within talent acquisition processes and to attract qualified, diverse and talented candidates and increase overall attraction to the Service as the employer of choice. Develop medium and short-term recruitment strategies, evaluate effectiveness and feedback to ensure a positive candidate experience. Identify internal and external community partnership opportunities that support increasing the diversity of applicant pools and expanding the reach of recruitment efforts. Support /facilitate the promotional and fall transfer processes as needed. Assist in the development and operationalize career development initiatives not limited to succession planning, performance management and mentorship programs. Provide management support and consultation to the organization regarding both civilian and sworn talent acquisition and development related issues. Materially support the accommodation process for sworn and civilian members by identifying suitable opportunities and championing the Service’s legislated duty to accommodate. Review policies and recommend changes to increase the effective delivery of talent acquisition and development programs. As a member of the Human Resources Management Team, assist in the planning of mid and long-term HR initiatives, projects and priority setting to support the Corporate and EDI Strategic Plans. Prepare Briefing Notes, Police Service Board Reports, and presentations as required. Assist the Director in the development of the annual operating budget and management of approved financial resources for the area. Ensure legal, collective agreement and policy compliance for all talent acquisition initiatives and related programs. Champion continuous process improvements for all talent acquisition and development functions and support same for the human resources business unit. Develop, maintain and present relevant metrics to the Executive Leadership Team to support informed decision-making in relation to talent acquisition and development. Other duties as assigned from time to time. Job Specifications
University Degree in Human Resources Management, Business, Public Administration, Labour Relations, Psychology or another relevant academic stream. Minimum ten (10) years of progressively responsible talent acquisition and development experience working within a similar unionized environment with a minimum of three (3) years managing the work of others through subordinate supervisors, or an equivalent combination of experience and academic achievement. Must be a member in good standing of the Human Resources Professional Association and possess a CHRP or CHRL designation. In-depth knowledge of relevant legislation including the Employment Standards Act, Human Rights Code, AODA etc. Proficiency in MS Office Suite including Word, Excel, Power point and Outlook Experience in the use and application of human resources systems and technology (ex. KRONOS and PeopleSoft). Strong interpersonal, listening, written and verbal communication skills as well as proven ability to motivate others.
