CONTRIBUTING TO THE CMPA

The People & Culture group is responsible for developing and implementing the People Strategy, which sets the foundational building blocks for modernizing the employee experience, cultivating the CMPA’s organizational culture, and transforming our approach to talent management. The group has accountability for creating an employee experience in which the CMPA’s people are inspired, connected and empowered to bring the Association’s vision, mission and strategic plan to life in service of our members and the Canadian healthcare system. 

The People & Culture group partners with the business to deliver plans, services and programs to attract, recruit, develop and retain an engaged workforce that is fully capable of responding to evolving organizational needs. The group’s core activities include people strategy and planning, organizational culture, equity, diversity and inclusion, talent management and acquisition, employee relations, disability and leave management, employee well-being, total rewards management, and HR data and analytics. The group also collaborates with other business areas on organizational change enablement and organizational learning programs and initiatives.

POSITION OVERVIEW

The Human Resources Generalist plays a key role within an integrated, business-focused HR operations team, delivering a range of core HR services to people leaders and employees. This position is pivotal to the People Services (PS) team, utilizing both HR subject matter expertise and technical skills to work with various internal and external stakeholders.

Key responsibilities include:

  • Managing all aspects of employee leave administration, accommodation, return to work plans, and disability management.
  • Leading orientation and onboarding for new hires.
  • Serving as the primary contact for general policy and procedure inquiries.
  • Developing and updating guidelines, processes, and policies, and monitoring employment legislative changes in Ontario, Québec, and other jurisdictions/regions.
  • Coordinating CMPA’s accessibility policy, multi-year accessibility plan, and related government compliance reporting.
  • Delivering and enhancing ongoing HR compliance training for employees.
  • Providing backup support for Workday administration within the People Services team.
  • Supporting HR Business Partners (HRBPs) and assisting the HR Coordinator, as needed. This role makes important contributions to enhancing the Association’s culture and employee experience by fostering a supportive and inclusive work environment.

POSITION ACTIVITIES

  • Manages all employee leave administration and disability management (STD, LTD, parental, all job-protected leaves, unpaid LOAs)
    • Guides and supports both people leaders and employees throughout the full process of leave administration
    • Prepares and submits leave applications to disability carrier to provide administration of leaves
    • Processes all leave administration in the Workday system Liaises with disability carrier on the administration of leaves
    • Prepares simple and complex accommodation and return to work plans in consultation with employees, people leaders and the disability carrier. 
    • Consults with HRBPs and Manager, People Services, if required.
    • Analyzes data to identify trends, risks, and areas for improvement in disability management to support policy/program enhancements and risk mitigation plans  
  • Leads and oversees the comprehensive People Services orientation and onboarding program
    • Ensures new hire completes pre-hire onboarding/tasks through Workday prior to first day and follows up as required
    • Meets with new hires within first month to deliver HR/People Servies onboarding program (at 1st and 3rd week intervals)
    • Addresses questions and provides answers from new hires
    • Ensures new hires receive and complete the 3-month stay survey, and follows up accordingly
    • Analyzes data from the stay surveys and HRBP check-in surveys/meetings to contribute to annual report and enhancements to the program  
  • Monitors provincial and jurisdictional legislative updates and changes
    • Continuously tracks legislative and jurisdictional changes related to employment laws, advising the Manager, PS, and broader P&C team as necessary
    • Conducts thorough research and initiates the development and revisions to guidelines, policies and processes based on legislative changes and their impacts
    • Consults with legal counsel to update policies and procedures as required by law  
  • Coordinates CMPA’s accessibility policy and multi-year accessibility plan and related government compliance reporting.
    • Collaborates with internal stakeholders and designated team members to revise policy and multi-year accessibility plan, and completes AODA compliance reporting every 3 years
    • Consults with legal counsel on any required changes during policy and plan revision
    • Responds to employee inquiries regarding the accessibility policy and plan  
  • Delivers and enhances ongoing HR compliance training
    • Delivers the cyclical training of Workplace Violence and Harassment Prevention program
    • Ensures compliance with Occupational Health & Safety legislation within Ontario and Québec, and other jurisdictions through ongoing training, analyzing risk assessments, reviewing complaints, and keeping apprised of legislative and jurisdictional changes
    • Liaises with HR Coordinator to ensure that mandatory legislative training is completed through 3rd party vendor and follows up with employee and/or people leader for completion
    • Develops, enhances, and delivers learning sessions on new and updated HR processes and policies  
  • Provides general employee support
    • First point of contact for employees for policy and procedure inquiries and interpretation
    • Responds to day-to-day issues and inquiries from employees and people leaders  
  • Conducts comprehensive HR data analysis and interpretation
    • Regularly monitors and analyzes trends in HR best practices and the legislative landscape to identify areas for improvement. 
    • Provides recommendations for enhancing HR programs based on these insights.
    • Reviews quarterly and annual People Services metrics to reveal insights and trends to include in annual reporting
    • Compiles a comprehensive annual report that includes data from various sources such as: 3 month stay surveys, 6 month HRBP check-ins and exit interviews.  The report will also feature annual statistics and a detailed analysis of metrics gathered by People Services.  
  • Periodically provides back-up to Workday administration within PS team and supports HRBPs and assists the HR Coordinator during absences
    • Performs Workday transactions aligned with work of HR Coordinator during absences or in exceptional circumstances (i.e. special projects)
    • Offers HR expertise to internal clients in the absence of an HRBP to ensure continuous client support
    • Assists with HR-related inquiries and tasks to maintain smooth Workday operations.  
  • Develops positive and collegial working relationships with fellow People Services team members, Talent Management team and Total Rewards team to ensure alignment of work and to provide an overall excellent employee experience.  

EDUCATION AND EXPERIENCE

  • 5 years of relevant work experience as an intermediate-level HR professional, providing HR services and expertise in a corporate setting
  • Bachelor’s Degree in a related field of study or an equivalent combination of education and experience (e.g. Human Resources Management, Business, Psychology)
  • Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) designation is strongly preferred
  • Subject matter expertise and demonstrated experience in leave administration
  • Demonstrated experience in managing complex disability and accommodation files
  • In-depth, current knowledge of employment legislation in a multi-provincial and jurisdictional setting (i.e. Employment Standards Act, Human Rights Code, Health and Safety legislation)
  • Proven experience in developing HR programs and employment policies/procedures, and facilitating their implementation and ongoing evaluation
  • Strong client focus and interpersonal skills, with a demonstrated ability to develop and nurture positive working relationships
  • Ability to work with others and provide good client services with empathy, tact, and diplomacy
  • Excellent verbal and written communication skills in English, with experience delivering presentations
  • Ability to work collaboratively with various internal stakeholders to drive HR initiatives
  • Proficiency in HRIS systems, particularly Workday, is a strong asset

  • System-oriented with proficiency in using and navigating HRIS systems (preferably Workday)
  • Knowledge of and experience in HR data analysis and environmental scanning
  • Exceptional accuracy and attention to detail
  • Strong analytical, problem-solving, and decision-making skills
  • Discretion, confidentiality, and sound judgement
  • Adaptable to changing environments and proactive in addressing challenges
  • Excellent organizational skills with the ability to manage multiple tasks simultaneously

POSTING DETAILS

  • Job type: This is a regular full-time opportunity.
  • Salary range: $83,700-$111,900 – this role is classified as a level 8
  • Location: Hybrid - Primary Remote Job. You can work from a home-based office the majority of the time within the provinces of Ontario and Québec, with regular on-site presence at the CMPA office (1-2 days per week). If you prefer, you can choose to work out of the CMPA office in Ottawa, Ontario near the beautiful Dow’s Lake.
